The 37-year-old and a colleague witnessed three hooded criminals trying to take a catalytic converter from his automobile in downtown Los Angeles at around 3:30 in the morning while they were near West Pico Boulevard and South Hope Street.

Mr. Wactor had parked his car in an unknown spot on the street, thinking he would be working later than usual, so he feared it was being towed when they arrived at his jacked-up vehicle. Ms. Scarlett revealed that her son made an attempt to communicate with a man wearing a mask. The suspect shot him as he got closer to them and then fled in a waiting car.
